With reference to the proposal of the Preparatory Committee of the Chinese Seamen's Union to open a branch in

Hong Kong, I have the honour to refer to your letter transmitting the opinion of His Excellency the Governor of Hong Kong on the matter. I duly transmitted your communica- tion to the Minister of Foreign Affairs for instructions. I am now in receipt of another order from the Minister

generally stating:

"I am in receipt of a further communication from the Preparatory Committee stating that the officers sent by the Committee to Hong Kong have reported that the Hong Kong authorities have lately repeatedly sent police officers to these representatives offices for searches and enquiries. The antecedents and professions of the responsible people in the offices were particularly exhaustively questioned. The Committee has therefore requested me to communicate with the Hong Kong Government to afford protection and render assistance if possible in order to facilitate the

labour movement. You are therefore now ordered to take up the necessary negotiations in the matter and to submit

a report on same."
